1．中国海洋石油集团有限公司采办部采购招标中心暨中化建国际招标有限责任公司（以下简称“招标机构”）受中海油江苏天然气有限责任公司委托，邀请合格投标人就江苏LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：低压BOG压缩机

数量：2套

交货期： 

关境外提供的货物：货物应于合同签订之日起480日内到达中国上海港。

关境内提供的货物：货物应于合同签订之日起480日内到达江苏省盐城市滨海港区江苏LNG接收站业主指定现场。

2．业绩和资格要求：

1）资质要求：

- 投标人必须是具有独立法人资格的低压BOG压缩机制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一的营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

- 压力容器部件的制造商应具备中华人民共和国特种设备制造许可证（压力容器）或国家质检总局特种设备许可办公室（SELO）颁发的制造许可证，且证书在有效期内。

2）财务要求：投标人应提供2016-2018年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。

2016-2018年的年平均净资产：不低于等值6000万元人民币；（适用于制造商）

2016-2018年的年平均资产负债率：小于0.85。（适用于代理商）

3）业绩要求：制造商自2009年1月1日至投标截止之日，有两台用于LNG接收站（设计规模200万吨以上的LNG接收站）压缩液化天然气蒸发气的往复式无油气体压缩机供货业绩（单台设备的流量不低于8000Kg/h，压缩机入口温度低于零下140℃，出口压力范围：0.5MpaA至1.3 MpaA）。提供相关证明材料。

相关证明材料包括：业绩合同关键页复印件（如合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）或用户业绩反馈证明（用户盖章或法定代表人签字）。针对境外业绩除提供以上证明材料外，还应提供第三方（如BV、劳氏或其他同等水平第三方检验机构）出具的业绩属实证明文件。无法提供证明材料的业绩为无效业绩。

4）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2019年10月21日开始至2019年10月30日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年11月12日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403号会议室，在此时间后收到的投标文件恕不接受。

5．开标时间：定于2019年11月12日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

Forgoods offered from outside PRC customsterritory: goods arrived at ShanghaiPort, Jiangsu, P.R.China within 480 days from the date of thesigning of the contract.

For goodsoffered from within PRC customsterritory: goods arrived at Jiangsu LNG TerminalProject Site within 480 days from the date of thesigning of the contract.

2.              References and Qualification requirement:

1)Qualification requirement:

-Bidder shall be manufacturer or authorized agent designated by manufacturerwith the qualification of independent legal entity.

Bidderfrom within the PRC Customs Territory shall provide validbusiness license,Organization Code Certificate and tax registrationcertificate. Bidder from outside the PRC CustomsTerritory shall provide valid independent legal entitycertificate.

Ifthe goods is not manufactured by bidder, the bidder shall obtain the only legalofficialauthority of the manufacturer that the bidder could provide the goodsfor thebid in China.

-Manufacturers of pressure vessel components shall have Manufacturinglicense of the People's Republic of China (pressurevessel)or Manufacturing license issued by the special licensing office (SELO) of thegeneral administration of  quality supervision, inspection and quarantinewithin the validity period.

2)Biddershall submit 2016-2018 audited financial report issued by auditing agency,including balancesheets, cash flowstatement, profit statement.

Averagenetassets of last three years (from 2016 to 2018): not less than RMB60,000,000Yuan or equivalent;(For Manufacturer)

Averageasset-liability ratio of last three years (from 2016 to 2018): less than0.85.(For agent)

3) Manufacturer shall have at least two LNG receiving terminal(design capacity over two million tons) reciprocating oil-free compressorsupply references from January 1, 2009, the flow rate of reciprocating oil-freecompressor shall be no less than 8000kg/h, inlet temperature of reciprocatingoil-free compressor is below 140℃, and outlet pressure rangeis 0.5 MpaA to 1.3 MpaA. The references shall be testified by proof materials.

The proof materials include the homepage of contract, the signdate page of contract, the delivery date page of contract, the both partiessigned and stamped page of contract, the description page of Goods scope orWork scope, the key pages of main technical parameters, the original copy forreference). In addition to provide the above proof materials for oversea performances,the certification documents by third-party inspection institutions (such as BVor LIoyd’s or other equivalent third party) should also be provided. Theperformance without certification documents will be treated as invalidperformance.

4）Manufacturershall have the ISO9001 quality management system certification and thecertificate is valid. The agent shall have the ISO certificate of the productmanufacturer.

3.              The interested Bidders may obtain the bidding document byfollowing method: Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn) on the page ofInvitation for bid for purchasingBidding Document from Oct. 21th, 2019 to Oct. 30th 2019. For the first time oflogin, a registration (free of charge) is needed and only after successfulregistration, Bidder can purchaseBidding documents online. The whole purchasingprocess must be operated onlineand offline payment will not be accepted. After successful payment ofRMB 2000.00 or USD300.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails topurchase Bidding Documentsonline is not eligible to bid. In addition, thebidder need to succeed in the China international bidding nets(http://www.chinabidding.com/) registered and through the platform review.

4.              Bids must be delivered to Meeting Room No.403 of CNOOC Tower, No. 6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission ofbidsbefore 10:00 a.m. (Beijing time) on Nov. 12th,2019. Any bid beyond therequired time and date shall be subject for rejection.

5.         Bids will be opened in the presence of bidders' representativeswho choose to attend at 10:00a.m.(Beijingtime) on  Nov. 12th, 2019 at Meeting RoomNo.403ofCNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China forbid-opening.
