1. 中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现对下列货物和服务进行公开招标：

货物名称：热介质油加热装置

数量：2套

项目概况：旅大5-2北油田I期开发项目拟新建一座四腿钢结构导管架井口热采平台WHPA、新建一座四腿钢结构导管架生产支持平台PAP，两座平台栈桥连接，新建一条从LD5-2N WHPA至SZ36-1 CEPN的3.9公里10″/16″双层保温混输海管、新建一条从SZ36-1 CEPN至LD5-2N PAP的3.9公里4″输气海管、新建一条从SZ36-1 CEPN至LD5-2N PAP的3.9公里输电海缆。LD5-2N WHPA平台共设有36个井槽，包含26口生产井，2口水源井，原油处理系统、热采锅炉、原油计量、外输系统等；LD5-2N PAP平台，设有生活楼、中控室、燃料气系统、锅炉给水处理系统等。

交货期：国内交货要求2021年3月18日到达山东青岛买方指定地点或环渤海区域，国外交货要求2021年3月1日CIF青岛港或环渤海区域港口。
交货地点：（境内货物）山东青岛买方指定地点或环渤海区域

2.资格标准：

1）  投标人所投标的热介质锅炉应为制造商的成熟产品，买方不接受新试制产品。制造商应具有至少2台套（限2009 年1 月1 日之后签订的合同，卧式热介质锅炉，输出功率≥6500 KW）在海洋石油平台或FPSO运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。

2）  热介质锅炉需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LIoyd’s，DNV，CCS，BV）对热介质锅炉整体（包括热介质循环泵橇等配套设备）进行检验并获得检验证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2020年2月26日开始至2020年3月4日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2020年3月18日9:00时（北京时间）前递交至天津市滨海新区海川路2121号渤海石油管理局大厦A座（鉴于防疫期间，建议邮寄递交投标文件，大厦园区目前仅可接收顺丰快递，收件人：王桂玉，联系电话：022-66502600），递交时间以收到投标文件时间为准，在此时间后收到的投标文件恕不接受。

5.开标时间：定于2020年3月18日9:00时（北京时间）开标。开标地点：天津市滨海新区海川路2121号渤海石油管理局大厦A座。

6. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

Overview:   LD5-2N Oil Field Phase I Development Projectis proposed to build a new four leg steel structure jacket wellhead thermalproduction WHPA platform, a new four leg steel structure jacket productionsupport PAP platform, two platform trestle connections, a new 3.9km 10″/16″double-layer insulation mixed seapipeline from LD5-2N WHPA to SZ36-1 CEPN, New 3.9km 4″gas pipeline from SZ36-1 CEPN to LD5-2N PAP, Build a 3.9 km powertransmission submarine cable from SZ36-1 CEPN to LD5-2N PAP. LD5-2N WHPAplatform is equipped with 36 well slots, including 26 production wells, 2 watersource wells, crude oil treatment system, thermal recovery boiler, crude oilmetering, export system, etc. LD5-2N PAP platform is equipped with livingbuilding, central control room, fuel gas system, boiler water supply treatmentsystem, etc.

2. Qualification Requirements:
1) The HeatingMedium Boiler shall be designed, manufactured, certified and tested inaccordance with the requirements of Safety Rules for Offshore Fixed PlatformIssued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtaininspection compliance certificate of the heating medium boiler (include heatingmedium circulation pump skid，and other supplyof equipment) from one of the certifying agencies authorized by COOOSO, whichare ABS, LIoyd’s, DNV,CCS, BV.

2) The heating medium boiler that BIDDER supplied should be the manufacturer's mature products, the newly trialproducts would not been accepted. the products (Limited to signing the contractafter January 1,2009, the horizontal heating medium boiler, Output Power≥6500kw) provided by VENDOR shall have at least 2 sets of two years or more of successful performance (from the date of commissioning acceptance report or thecertificate issued by the user). The BIDDER shallprovide the relevant supporting documents (contract and commissioningacceptance report or contract and the effective certificate issued by theuser). If the name of the facility and the user's information are not includedin the above documents, the bidder shall provide the valid documentation.
