中化建国际招标有限责任公司（以下称为“招标代理机构”）受中国海洋石油集团有限公司（以下称为“招标人”）委托，就锦州25-1油田W-1井区开发_项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

    CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by China National Offshore Oil Corporation (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of JINZHOU 25-1 OIL FILED W-1 WELL AREA DEVELOPMENT Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招标条件

项目概况：锦州25-1油田W-1井区新建1套泥面以下水下生产系统JZ25-1W SPS（3口采油井、2口注水井）。水下生产系统的电力供给、通信、化学药剂注入和液压动力通过4.921km的强电复合脐带缆与JZ25-1 WHPB连接。脐带缆中的管线用于传送化学药剂和液压液的供应与循环，控制电缆用于为SCM、PPTT等用户供电，光缆用于实现水下设备与上部控制系统的通讯，中压供电电缆用于电潜泵供电。

Project Summary：A new underwater production system JZ25-1W SPS (3 production Wells and 2 injection Wells) below the mud surface was built in well W-1 area of Jinzhou 25-1 Oilfield. The power supply, communications, chemical injection and hydraulic power of the subsea production system are connected to the JZ25-1 WHPB via a 4.921km strong electric composite umbilical. The pipeline in the umbilical cable is used to transmit the supply and circulation of chemical agents and hydraulic fluid, the control cable is used to power the SCM, PPTT and other users, the optical cable is used to realize the communication between the subsea equipment and the upper control system, and the medium voltage power supply cable is used to power the electric submersible pump.

主要技术规格：共计1根4.921km脐带缆（长度应为正偏差），其中包括：2根LP，1/2”，5000Psi；2根HP，1/2”，7500Psi；1根HYD RTN，1”，5000Psi；1根MeOH，1”，5000Psi；备用2根，分别为1”和1/2”，分别为5000Psi和7500Psi；动力电缆4根，16mm²，1000V等，详见BD-DWG-SPS(UMB)-IN-0006 。

B. 制造厂家须具备有效的GB/T19001或ISO9001质量体系认证证书、GB/T24001或ISO14001环境管理体系认证证书，并可在中国国家认证认可监督管理委员会网站(http://www.cnca.gov.cn/)核实。如果有国家相关部门发布的最新体系标准，以最新体系标准为准。

B. The manufacturer must have a valid GB/T19001 or ISO9001 quality system certification, GB/T24001 or ISO14001 environmental management system certification, which can be verified on the website of Certification and Accreditation Administration of China (http://www.cnca.gov.cn/). If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.

（2）资质要求及证明文件

Requirements of Qualification of Bidder and Certificate

 

A. 投标人需提供一份以往项目由国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的第三方船级社（ABS，LIoyd’s, DNV，CCS，BV）之一出具的强电复合脐带缆（包含内径≥1”的液压钢管、额定电压≥6kV的中压电缆）的产品认证证书。

The Bidder shall supply a product certification of previous project for Power and Hydraulic Combined Umbilical (must include inner diameter ≥1” Hydraulic Steel tube, voltage grade≥6kV power cable) issued by one of the agencies （ABS，LIoyd’s, DNV，CCS，BV）, which are approved by COOOSO as Classification Society.

（3）业绩要求Requirement for Bidder's reference:

2012年1月1日至投标截止日（以合同签署时间为准），投标人所投水下生产系统脐带缆必须具有海洋石油平台或FPSO或海上油气陆地接收终端至少2个强电复合脐带缆的供货（其中至少有一个强电复合脐带缆满足液压钢管内径≥1"，电力电缆电压等级≥6kV）业绩。业绩证明文件包括但不限于：销售合同扫描件和到货接收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：（1）销售合同应包括但不限于：合同签署时间、制造商名称、货物名称、项目名称、使用环境（海洋石油平台或FPSO或海上油气陆地接收终端）、钢管尺寸、电力电缆电压等级和（2）到货接收证明文件应能够体现完成到货接收的时间。未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。

Since January 1st, 2012 to the bid deadline（Subject to the contract date）, The umbilical of the subsea production system umbilical bidder must have at least 2 Power and Hydraulic Combined Umbilical track record for offshore oil platforms or FPSOs or offshore oil and gas land receiving terminal. (at least one track record must include, voltage grade≥6 kV power cable and super duplex stainless steel tube size≥1 inch) . The track record certificate submitted by the bidder must at least reflect the following contents: (1) The sales contract shall include but not limited to: the time of signing the contract, the name of the manufacturer, the name of the goods, the name of the project,operating environment (offshore oil platform or FPSOs or offshore oil and gas land receiving terminal), super duplex stainless steel tube size, power cable voltage grade, and (2) the arrival of the goods receipt proof documents should be able to reflect the time of completion of receipt of the goods. Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance.

所投水下生产系统脐带缆的钢管材料应是无缝超级双相不锈钢。2012年1月1日至投标截止日（以合同签署时间为准），投标人需提供上述所投脐带缆中使用的无缝超级双相不锈钢管应用在水下生产系统脐带缆的业绩。业绩证明文件包括但不限于：销售合同扫描件和到货接收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：（1）销售合同应包括但不限于：合同签署时间、制造商名称、货物名称、项目名称和（2）到货接收证明文件应能够体现完成到货接收的时间。未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。

The material for tubes of the umbilical of the subsea production system shall be seamless Super Duplex Stainless Steel. Since January 1st, 2012 to the bid deadline（Subject to the contract date）, the bidder needs to provide the performance of the super duplex steel pipe used in the above umbilical applied in the the umbilical of the subsea production system. Performance proof documents include, but are not limited to: scanned copies of sales contracts and proof of delivery receipts. The performance certification documents submitted by the bidder must at least reflect the following contents: (1) The sales contract shall include but not limited to: the time of signing the contract, the name of the manufacturer, the name of the goods, the name of the project, and (2) The arrival receipt document should reflect the time when the arrival receipt was completed. Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance.
