(here in after referred to as “the Tendering Agent”), entrusted by CNOOC Fujian Zhang zhou Gas Co., Ltd. (here in after referred to as “Tenderee” ),intends to purchase the Goods and the relevant services required under the project of Zhang zhou LNG Terminal Project Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids. 1.1货物名称：储罐安全阀(单呼阀)与真空阀（单吸阀） Name of Goods: Tank Pressure Safety Valve and Vacuum safety Valve 1.2数量：20台 Quantity: 20 units 1.3技术参数： Technical parameters 阀门及配套设备的设计寿命不低于30 年。 The valves and the related accessories shall be designed for a service lifetime of at least30 years. 1.4交货期: 境内：合同签订后290日到达指定现场； Within PRC customs territory：the goods shall arrive within 290 days from the date of the signing of the contract. 境外：合同签订后245日装船； Without PRC customs territory：the goods shall be shipped within 245 days from the date of the signing of the contract. 1.5交货地点： Destination of delivery： 境内：福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场。 Within PRC customs territory: Zhangzhou LNG Terminal Project Site (Address: Xinggu Bay, LongjiaoCountry, Longhai City，Zhangzhou City, Fujian Province,China). 境外：中国厦门港 Outside of PRC customs territory: Xiamen Port, Fujian, P.R.China. 2. 对投标人的资格和业绩要求： Requirements for Qualification and reference of Bidder: 2.1 资格要求 Requirements for Qualification of Bidder 1)是否接受代理商投标：接受，代理商应得到制造商同意其在本次投标中提供该货物的正式授权书。 Bid by Agent: Acceptable, the Bidder should be duly authorized by the goods' Manufacturer or Producer to supply the goods in this bidding project. 2)是否接受联合体投标：不接受 Joint Bids： NOT Acceptable
3）安全阀选用软密封阀座。 Valves shall have resilient seats 4）阀门及配套设备的设计寿命不低于30 年 The valves and the related accessories shall be designed for a service lifetime of at least30 years. 5）安全阀及其他阀门附件等必须在阀门制造厂总成，测试。不允许转港，不接受在异地总成，测试。提供原产国第三方商会出具的原产地证书。Valves and accessories, must be assembled and tested in manufacturing factory. Certificate of origin issued by the Chamber of Commerce of the country of origin should be supplied. 6）储罐安全阀(单呼阀)与真空阀（单吸阀）的低温测试应参照EN13648-1及同类标准，满足API527。阀门制造商应提供以往LNG接收站项目中同类型产品的测试报告。 Pressure safety valves shall be cryogenic tested in accordance with EN13648-1 and the equivalent, in compliance with API 527. Vendor shall provide the testing report of the same type product in previous similar LNG terminal projects. Requirement for Bidder's reference: 1) 储罐安全阀(单呼阀)与真空阀（单吸阀）制造商自2008年1月1日至投标截止之日(合同签约时间)具有2个及以上同等规模（不小于200 万吨/年）LNG接收站的LNG储罐安全阀与真空阀使用业绩。 The manufacturers of tank safety valves (single exhaust valves) and vacuum valves (single suction valves) have two or more LNG tank safety valves and vacuum valves of the same size (not less than 2 million tons/year) from January 1, 2008 to the deadline of bidding（Contract time）, 投标人须提交有效的业绩表和相关证明文件（第1.合同复印件相关章节和第2. 用户使用证明或用户调试报告）。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型（储罐安全阀(单呼阀)与真空阀（单吸阀））、装置名称及规模（LNG接收站，不小于200万吨/年）。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。 Bidders shall submit valid performance statements and relevant supporting documents (1. Relevant chapters copies of contract, and 2. User's on-site commissioning report or user's certificate of use).The relevant documentary evidence must embody at least the following contents: the signing time of the contract, the name of the goods,the type of the goods (cryogenic process safety valves), the name and scale of the equipment (LNG receiving stations no less than 2million tons per year ). Failure to submit a relevant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance. 授标前招标人保留调查考察业绩是否良好运行的权利，一旦查实不良表现，按业绩造假处理。任何时间发现标书中文件造假或不真实，除没收投标保证金外，对已中标的取消中标资格，同时招标人保留索赔权利。 The purchaser retains right to investigate whether the bidder's performance is in good operation. Once any poor performance is verified, its will be deemed as fraud.
