项目概况：流花11-1油田有24口生产井，平均水深约305m，平台预定场址位置水深约330m；流花4-1油田有2口侧钻井，所在海域水深约260～300m。流花11-1/4-1二次开发项目主要包含新建1 座4 腿导管架式钻采生产平台(LH11-1 DPP 平台)和1 艘6 万吨级圆筒型FPSO(LH11-1 FPSO)。利用LH11-1 DPP 平台开发流花11-1 油田，处理流花4-1 水下及本平台产液；流花4-1 油田利用原水下井口开发。本采办包主要内容为购买一条水下脐带缆:从LH11-1DPP平台至LH4-1油田，长度约15公里，带有液压钢管和电力载波通信功能。

★交货期：
对于国内供应商，脐带缆及附件应在中标通知书签发后15.5个月内交货至深圳或惠州指定地点。
对于国外供应商，脐带缆及附件应在中标通知书签发后15个月内DAP交货至深圳或惠州港口。
预计中标通知书将在2021年10月签发。

2.资格和业绩要求：
(1) 资格要求
★投标人的ISO9001、ISO14001认证证书复印件。
★产品认证机构的证书应由ABS、BV、CCS、DNV、LR等经国家安全生产监督管理局认可为船级社的机构之一颁发。不得使用五个船级社所属的检验下属机构、认证下属机构、咨询下属机构如CCSI、ABCC、ABSG等机构颁发的证书。
★投标人必须是脐带缆制造商。
★不允许分包。

(2)★业绩要求：
投标人在过去10年内（2011年7月1日至2021年7月1日）至少有一个类似产品（带有液压钢管和电缆的脐带缆）业绩，且业绩的应用水深应大于300米。
说明：投标人需提供最终用户签署的完工证书或用户出具的临时验收证明或第三方船级社出具的验证其真实性的证明，以证明业绩时间为以上10年期间。
-文件需求：投标人须提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含封面，签字页，相关的技术附件），2）最终用户签署的完工证书或用户出具的临时验收证明或第三方船级社出具的验证其真实性的证明。
投标人所提交的业绩证明文件必须至少体现以下内容：项目名称、货物名称、供货长度、数量、使用环境、水深、技术参数/指标等产品关键信息。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

Projectoverview: Liuhua11-1 oilfield with 24 production wells, of which the water depth is about 305 m, the water depth of platform site is 330m. Liuhua4-1 oilfield with 8 production wells (2 sidetracking wells), of which the water depth is about 260～300 m. The main facilities of LH11-1/4-1 oilfields continued development project include a new LH11-1 DPP platform with 4 legs and a 60,000-ton cylindrical FPSO, LH11-1DPP platform is used to develop the Liuhua 11-1 oilfield, and Liuhua 4-1 oilfield is developed by the existing subsea wellheads. The main content of this procurement package is to purchase one subsea umbilical: routed from LH11-1DPP to LH4-1 oil field, the total length is about 15km, combined with hydraulic steel tubings and power communication cable.

Notification of Award (NOA) is estimated to issue in October 2021.

2. Requirements for Qualification and reference of Bidder:
(1) Requirements for Qualification of Bidder:
★The bidder must provide copies of bidder’s ISO9001 and ISO14001 certificates.
★The Products certifying agency_EpSingleQuotes_s certificates shall be issued by one of the agencies among ABS, BV, CCS, DNV and LR which are approved by the Chinese State Administration of Work Safety as Classification Society. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization ,e.g. CCSI, ABSC, ABSG etc., of  these five Classification Societies approved  by Chinese State Administration of Work Safety.
★Bidder must be umbilical manufacturer.
★Subcontracting is not allowed.

(2)★ Requirement for Bidder_EpSingleQuotes_s reference:
At least one Similar products (umbilical combined hydraulic steel tubing and power cable) track records delivered in past 10 years (from July 1st, 2011 to July 1st, 2021), the water depth for the records shall be more than 300 meters..
Note: Bidder shall provide Completion certificate signed by end user or Temporary acceptance certificate issued by the user or certificate issued by third party classification society, to verify the track record is within the above 10 years period.
-Documentation requirement: The bidder should provide with the performance table and submit related performance evidence. Performance supporting documents includes but not limited to：1) Copies of sales contract (Including the cover and signature page, and the relevant technical attachments), 2) Completion certificate signed by end user; or Temporary acceptance certificate issued by the user or certificate issued by third party classification society to verify its authenticity.
The performance evidence submitted by the bidder must present the following contents: project name, goods name, Key product information such as supply length quantity, operating environment, water depth, technical parameters and etc.
