项目概况：恩平18-6油田/番禺19-1油田联合开发项目涉及正在生产的恩平18-1 WHPA平台。恩平18-6 DPP平台所产物流初步分离后含水40%通过新建海管输送至恩平18-1 WHPA平台，利用已建恩平18-1 WHPA至恩平24-2 DPP的海管及恩平24-2 DPP至海洋石油118 FPSO的软管输至 海洋石油118FPSO，进一步处理后储存及外输。该天然气发电机组安装在新建的恩平18-6 平台上。

主要技术参数：

基于燃料气组分, 在机箱温度45℃时，一套燃气发电机的额定净输出功率至少950KW，一套燃气发电机的额定净输出功率至少450KW。详细技术规格参见第八章“技术要求”。

交货计划：

★2.资格和业绩要求：

(1) 资格要求

a) 本次招标接受代理商投标。制造商需提供制造商声明。代理商需提供代理商声明及制造商授权书。

b) 制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书。

 (2) 业绩要求：机组制造商从2005年1月1日起至投标截止日至少有2套燃气发电机组（满足在15.9℃~45℃的工作环境下，发电机额定输出功率在900kW及以上）应用在海洋环境中（包括但不限于钻采平台、油气生产平台、浮式生产储卸装置、海上移动装置）的业绩，且均要平稳运行至少1年及以上。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于1.销售合同复印件（含合同封面和签字页，和相关的技术附件）和2. 用户签字的成功运行证明文件或用户签发的临时接受证书或第三方船级社签字的调试记录报告。投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。所有业绩证明文件的时间均要求在2005年1月1日至投标截止日内，否则视为无效业绩。

本次招标接受代理商投标。制造商需提供制造商声明。代理商需提供代理商声明及制造商授权书。代理商要求：代理商需提供代理商声明及制造商授权书。代理商必须为厂家一级代理，不允许针对项目的代理或项目授权。且代理权持续的时间至投标截止日不可低于5年。代理商自2017年1月1日至投标截止日之内必须销售过至少1台套厂家产品。 代理商提供相应的支持文件，包括但不限于： （1）代理商代理厂家设备签署的销售合同复印件（含合同封面和签字页，和相关的技术附件）； （2）用户签字的成功运行证明文件或用户签发的临时接受证书或第三方船级社签字的调试记录报告。 以上支持文件时间均要求在2017年1月1日至投标截止日内，否则将否决投标。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

Project overview: Enping18-6/Panyu19-1oilfield involves EP18-1 WHPA platform which is in production.

The products of EP18-6 platform is separated into about 50% water-cut oil by production separator, and transported to EP18-1 WHPA through new subsea pipeline, the mixed fluid is transferred from EP18-1 WHPA to EP24-2 DPP through subsea pipeline (existing), then transferred to HYSY118 for processing, storage and export by subsea pipeline (existing). The gas engine generator skids are installed on a newly built EP18-6 platform.

Main Technical Data：

The rated continuous net output power is at least 950kW for one Gas Engine Generator set and at least 450kW for another Gas Engine Generator set, based on fuel gas component at enclosure temperature 45℃。Refer to “TECHNICAL SPECIFICATIONS” in section 8 for detail information.

★2. Requirements for Qualification and reference of Bidder:

 (1)  Requirements for Qualification of Bidder:

a) Bid by Agent is accepted.The manufacturer shall provide the manufacturer’s declaration.The agent should provide the agent_EpSingleQuotes_s declaration and the manufacturer_EpSingleQuotes_s authorization letter.

b)    The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

 (2)  Requirement for Bidder_EpSingleQuotes_s reference:

The manufacturer shall have at least 2 sets of gas engine generating units (meeting the requirements of working environment of 15.9 ℃ ~ 45 ℃ and rated output power of 900kW and above) applied in offshore environment (including but not limited drilling and production platform/oil and gas production platform/floating production storage and offloading facilities/offshore moving facilities)  from January 1, 2005 to the bidding deadline, and all of them shall have been operated for 1 year or more.The bidder should provide with the performance table in the stipulated format and submit related performance certificates. Performance certification documents includes but not limited to 1. Copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and 2. Certificate of successful operation signed by user or temporary acceptance certificate issued by user or commissioning record report signed by third party of classification society. The performance certification documents submitted by the bidder must present the following contents: goods name, quantity, operating environment, technical parameters / indicators and normal operation time. If the commissioning report provided by the bidder, the start time of successful operation or the signing time of commissioning report shall prevail. All performance certification documents are required to be within the period from January 1, 2005 to deadline for bidding, otherwise it will be deemed as invalid performance.

gent requirements:

The agent must be the first-level agent of the manufacturer, and no project agency or project authorization is allowed.And the duration of the agency right to the deadline for bidding cannot be less than 5 years.The agent must have sold at least one set of manufacturer_EpSingleQuotes_s products from January 1, 2017 to the deadline for bidding.

The agent provides corresponding supporting documents, including but not limited to: (1) A copy of the sales contract signed by the agent on behalf of the manufacturer’s equipment (including the contract cover and signature page, and related technical attachments); (2) Successful operation signed by the users signature or Proof document temporary acceptance certificate issued by the user or commissioning record report signed by a third-party classification society.The above supporting documents are required to be within the deadline of January 1, 2017, otherwise the bid will be rejected.
