1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

项目概况：恩平18-6油田/番禺19-1油田位于南海东部海域。总体方案为新建一座8腿钻采平台（EP18-6 DPP）。

货物名称：中控系统及钻机模块火气探头

 数量：2套

主要技术参数：包括1座平台及1个陆地操控中心的PCS、ESD、FGS、SIS系统及各类相应的火气探测设备（包括钻机模块火气探头等设备）。陆地控制中心能对海上1座平台进行远程监视和操控，具体详见第八章星号条款。

 交货期及交货地点

境内交货：

（1） 中控系统设备：

机柜交货期为：合同签订后120日内DDP交货至青岛建造现场/珠海建造现场/深圳建造现场/惠州库房/买方指定的其他国内交货地点（以书面形式通知）；；

其他设备交货期为：合同签订后135日内DDP交货至青岛建造现场/珠海建造现场/深圳建造现场/惠州库房/买方指定的其他国内交货地点（以书面形式通知）；

（2） 钻机模块探头：合同签订后135日内DDP交货至湛江建造现场/买方指定的其他国内交货地点（以书面形式通知）。

境外交货：

中控系统设备、钻机模块探头：合同签订后135日内DAP交货至青岛港/珠海港/招标人指定的其他国内港口（以书面形式通知）;

 2.资格和业绩要求：

(1)★资格要求

a)    本次招标不允许代理商投标。

b)    投标人通过ISO9001质量体系认证。

以上证书均需在有效期内。

(2) ★业绩要求：

1） 投标人必须是PCS、ESD、F&G及SIS系统的制造商。投标人应具有良好的信誉、售后服务能力、工程能力、系统集成能力、足够的人力资源和工程力量来完成本项目。PCS、ESD、F&G应为标准产品，并应自2012年1月1日至投标截止日（以业绩支持文件中合同的签署时间为准）至少有2个海上石油或天然气平台/FPSO/海上油气陆地接收终端新建设施中获得成功运行1年的业绩，合格的业绩包括完整的PCS、ESD和F&G系统。投标人必须提供至少两份成功业绩证明文件，包括但不限于以下内容：

a.提供合同复印件，体现供货清单（需包括业绩合同中完整的供货内容）、签订时间和使用环境等内容。

b.到货验收材料：第三方船级社签字的设备调试报告或最终用户签署的临时接受证书或最终用户签署的最终接受证书或最终用户签署的用户使用证明或最终用户签署的到货验收材料五者之一。

2） 所有的火气探测报警设备（包括火焰探测器、可燃气探测器、烟雾探测器、热量探测器、氢气探测器、硫化氢探测器、报警设备）和火气寻址盘应至少具备自2012年1月1日至投标截止日（以业绩支持文件中合同的签署时间为准）2个海上石油或天然气平台/FPSO/海上油气陆地接收终端新建设施中的成功应用业绩。投标人应提供合同复印件、供货清单（包括业绩合同中完整的供货内容）、到货验收材料需作为支持文件。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2021年7月22日开始至2021年7月29日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2022年7月26日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308室。

5. 开标时间：定于2022年7月26日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。开标地点：北京市东城区东直门外小街6号海油大厦3层308室。

6. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

7.投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

Invitation for Bids (IFB)

Project: Provision of Central Control System & Drilling module detection & alarm devices for Enping 18-6/Panyu19-1 Oilfield Joint Development Project

1.  CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Project overview: EP18-6/Panyu19-1 Oilfield oilfields are located in the east of South China Sea. The overall plan is to build an 8-leg drilling and production platform (EP18-6 DPP).

Name of Goods: Central Control System

Quantity: 2 Sets

Main Technical Data：Including 1 platform and 1 onshore control center PCS, ESD, FGS, SIS systems and various corresponding fire and gas detection equipment (include the drilling module detection & alarm devices). The onshore control center can remotely monitor and control the offshore platform. For details, please refer to the asterisk clause in Chapter 8.

Delivery Schedule & Destination:

From within PRC：

（1） Central control system equipment:

A. The delivery date of the cabinet: shall be DDP delivered to Qingdao construction site / Zhuhai construction site / Shenzhen construction site / Huizhou warehouse / other domestic delivery places designated by the purchaser within 120 days after signing the contract (notice in writing);;

B. Delivery date of other equipment: shall be DDP deliver the equipment to Qingdao construction site / Zhuhai construction site / Shenzhen construction site / Huizhou warehouse / other domestic delivery places designated by the purchaser within 135 days after signing the contract (notice in writing);

（2） Drilling module detection & alarm devices: The goods shall arrive Zhanjiang construction site / other domestic delivery places designated by the purchaser by DDP within 135 days after the contract is signed (Notice in writing)

From outside PRC：

Central control system equipment/Drilling module detection & alarm devices: The goods shall arrive Qingdao Port/ Zhuhai Port / other domestic delivery port designated by the purchaser  by DAP within 135 days after the contract is signed (Notice in writing)

2. Requirements for Qualification and reference of Bidder:

 (1)  ★Requirements for Qualification of Bidder:

a)    Bid by Agent is NOT accepted.

b)    The Bidder of the Bid Goods shall pass ISO9001 Certification.

All the documents within the validity period.

 (2) ★ Requirement for Bidder's reference: 

1) BIDDER must be the manufacturer of either PCS, ESD, F&G and SIS system. BIDDER shall have good reputation, capability of after-sales service, powerful engineering capability, system integration ability, sufficient man resources and engineering force to fulfill this project. The PCS, ESD, F&G shall be standard products and shall have proven at least two offshore oil or gas platforms / FPSO/ offshore oil and gas land receiving terminals in the new facilities (operation successfully for more than 1 years) from January 1st , 2012 to bid deadline (subject to the signing time of the contract in the performance support document), qualified performance shall include complete PCS, ESD and F&G system.

BIDDER must provide at least two successful application supporting documents shall include but not limit to as following:

a. Copy of the contract, which include the scope of supply (need to include the whole supply list in the contract), signing time, and the usage circumstance;

b. One of the copy of equipment commissioning report signed by the third party Classification Society or temporary acceptance certificate signed by the end user or final acceptance certificate signed by the end user or user certificate signed by the end user or goods acceptance documents signed by the end user.

2) All the fire & gas detection/alarm devices (include Flame detector, Combustible gas detector, Smoke detector, Heat detector, Hydrogen gas detector, Hydrogen Sulfide detector, alarm devices) and addressable fire alarm panel shall have at least two (2) successful marine environment project applications achievements on Including but not limited to oil and gas new project under marine environment ( from January 1st , 2012 to bid deadline) (subject to the signing time of the contract in the performance support document) and BIDDER shall provide the formal contract copy documents/ supplied list (need to include the whole supply list in the contract) and goods acceptance documents as documentary evidence.

3.  All those who are willing to participate in the bids are kindly requested to: enter into website https://buy.cnooc.com.cn/cbjyweb/to purchase the bidding documents (electronic edition) on line from July 26, 2022 to July 29, 2021 upon non-refundable payment of RMB 2,000 or USD 300 for each copy. 5. Bids will be opened in the presence of bidders' representatives who choose to attend at 10:00 a.m. (Beijing time) on  XX, 2021 at Room 308, 3rd. Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China forbid-opening.

6. The Invitation for Bids is issued on the website of www.chinabidding.com simultaneously.

8.  Others:If the winning bidder is a foreign company, the subject of the contract of is CNOOC China Limited. If the winning bidder is a domestic company, the subject of the contract  is CNOOC China Limited,Shenzhen Branch.
