1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油宁波大榭石化有限公司（以下称为“招标人”）委托，就大榭石化馏分油五期项目催化装置脱甲烷塔回流泵进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Reflux Pump For Demethanation Tower Of Catalytic Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交货期Delivery Schedule:

境内货物：合同签订后72周（货到项目现场时间）

For goods within the PRC customs territory: within 72 weeks after signing the contract (arrival date to the jobsite)

境外货物:合同签订后70周（提单发货时间）

For goods outside the PRC customs territory: within 70 weeks after signing the contract (departure date on the Bill of Lading)

交货地点Destination of delivery：

境内货物：大榭项目现场

For goods within the PRC customs territory: Project Site in Daxie

境外货物：CIF中国宁波港

For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China

2.对投标人的资格和业绩要求：

Requirements for Qualification and Reference of Bidder:

（1）资格要求

Requirements for Qualification of Bidder:

1.1如果投标人为境内注册公司，投标人具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）;如果投标人为境外注册公司，需提供有效的公司登记注册证明；

If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.

1.2 投标人所投产品的制造商须同时具备有效的GB/T19001（ISO9001）质量体系认证证书、GB/T24001（ISO14001）环境管理体系认证证书、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 职业健康管理体系认证证书，并可在中国国家认证认可监督管理委员会网站(http://www.cnca.gov.cn/)核实。如果有国家相关部门发布的最新体系标准，以最新体系标准为准。

The manufacturer of the bid product shall also have valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate, and can be verified on the Certification and Accreditation Administration of China Website (http://www.cnca.gov.cn/). If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.

1.3 投标人可为投标设备的制造商或代理商。若投标人为代理商，投标人应得到本次投标所投产品的制造商同意其为本次投标提供该产品的合法正式授权书。

Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

1.4 是否接受联合体投标：否

1.5 未领取招标文件是否可以参加投标：不可以

Not if Suppliers can get the tender documents to participate in bidding: No

（2）业绩要求：

Requirements for Bidder's Reference

2012年1月1日至投标截止日（以合同签署时间为准），投标人在中国境内烯烃类化工装置中应具有立式屏蔽泵的供货业绩，且均满足以下技术要求：额定流量≥40m3/h，工作温度低于-90℃，额定扬程≥120m，输送介质为液态烯烃。

From January 1, 2012 to the bid deadline date (subject to the signing date of the contract), the bidder shall have the supply record of vertical shielded pumps in olefin chemical plants in China and meet the following technical requirements: rated flow rate ≥40m3/h, operating temperature below -90℃, rated head ≥120m, and the conveying medium shall be liquid olefin.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、额定流量、扬程、最低工作温度、输送介质、泵型式及到货验收材料。

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、额定流量、扬程、最低工作温度、输送介质、泵型式及到货验收材料的，均视为无效业绩。

The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contract (including relevant technical attachments) and 2) arrival acceptance materials. The performance certification documents submitted by the bidder shall at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, rated flow rate, head, minimum working temperature, conveying medium, pump type and arrival acceptance materials.

Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the contract signing time, manufacturer name, goods name, project name, rated flow rate, head, minimum working temperature, conveying medium, pump type and arrival acceptance materials, shall be deemed as invalid performance. 

3.有兴趣的投标人可通过以下方式获取招标文件：从2022年12月8日开始至2022年12月15日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币或30美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Dec,8, 2022 to Dec,15, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding Documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB200.00 or USD 30.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2023年1月6日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on Jan.6,30, 2023. Any bid beyond the required time and date shall be subject for rejection.

5.开标时间：2023年1月6日上午9:30时（北京时间）

7.本次招标公告同时在中国国际招标网站（http://www.chinabidding.com）和中海油采办业务管理与交易（https://buy.cnooc.com.cn）上发布。

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
