中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田10d/11d井区开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 10d/11d Gas Field Development by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1. 招标条件

项目概况：
陵水17-2(以下简称LS17-2)气田位于南海北部西部大陆架琼东南盆地北部，水深1220m ~ 1579.6m。LS17-2-10d/11d气田将回接到现存的LS17-2气田。
LS17-2-10d(A12H)井位于LS17-2气田，水深1579.6m。LS17-2-11d(A13H)井位于LS17-2气田中部，水深1450.3m。
东部油田，来自A12H的井液将通过一条6.6公里的6英寸柔性管道输送到E3管汇。从E3管汇到A12H井之间铺设了一条6.6公里长的脐带缆。
西部油田，来自A13H的井液将通过一条6.7公里的6英寸柔性管道输送到PLET(WPF 6)。从SUTU1到A13H将铺设一条6.7公里的控制脐带缆，从SDU到A13H将建造一条3.5公里的光/电复合电缆。
在LS17-2 SEMI的上部平台上，新建的海底控制系统上层设备将与现有的LS17-2控制系统连接。
LS 17-2气田10d/11d井区新增设施主要包括:
2棵水下采油树和井口；
2条海底管道;
2根海底脐带缆和终端;
1个海底复合电缆和终端;
海底控制系统上层设备;
水下连接器和飞线;
LS17-2 SEMI控制系统的改造
PCS系统具有可扩展的单系统架构，集成了控制和数据管理系统。该系统的主要功能是提供数据采集、过程控制、报警通知、报警记录、生产报表生成和生产操作的操作界面。
原来的LS17-2 MCS将把过程信息传输到PCS系统。PCS系统通过ESD系统监控停机信息。另外，PCS系统将生产数据传输到PMS系统。
水下控制模块(SCM)将监测和控制A12H和A13H井的信息。SCMs安装在采油树上，收集到的信号通过光纤传输到上层新的主控制站(10d/11d MCS)。10d/11d MCS通过OPC服务器与LS17-2 SEMI的PCS系统通信，接收并执行原陵水17-2 SEMI ESD紧急关机系统的关机命令。
Project Summary：
Lingshui17-2 (hereinafter referred to as LS17-2) gas field is located in the northernpart of the Qiongdongnan Basin in the western continental shelf of the northern South China Sea, with water depth of 1220m to 1579.6m.The development of LS17-2-10d/11d gas field will be tied back to the existing LS17-2 gas field.
LS17-2-10d(A12H) well is located in the LS17-2 gas field, the water depth is 1579.6m. LS17-2-11d(A13H) well is located in the medium part of LS17-2 gas field, the water depth is 1450.3m.
In the east field, well fluid from the A12H will be transported to the E3 manifold through one 6.6km 6’’ flexible pipeline. And one 6.6km umbilical is built from the E3 manifold to A12H well.
In the west field, well fluid from the A13H will be transported to the PLET(WPF 6) through one 6.7km 6’’ flexible pipeline. And one 6.7km control umbilical will be built from SUTU1 to A13H, one 3.5 km optic/electric composite cable will be built from the SDU to A13H.
On the upper platform of LS17-2 SEMI, the new built topside equipment of subsea control system will be connected with of existed LS17-2 control system.
The new facilities for LS 17-2 gas field 10d/11d well block field are mainly include as follows:
Two subsea christmas trees and wellheads
Two subsea pipelines;
Two subsea umbilicals and terminations;
One subsea compsite cable and terminations;
Subsea control system topside equipment；
Subsea connectors and flying leads；
Modification of LS17-2 SEMI control system
The PCS system is scalable, single system architecture with integrated control and data management system. The primary function of this system is to provide data gathering, process control, alarm annunciation, alarm logging, production report generation, and operator interface for production operations.
The original LS17-2 MCS would transfer the process information to the PCS system. And the PCS system would monitor shutdown information via ESD system. In addition, the PCS system would transfer the production data to the PMS system.
The subsea control modules(SCMs) shall monitor and control the A12H and A13H well’s information. The SCMs are installed on the gas production tree, and the collected signals are transmitted to the new main control station (10d/11d MCS) on the topside through optical fiber. The 10d/11d MCS communicates with the PCS system of LS17-2 SEMI through the OPC server, receives and executes shutdown commands from the original ESD emergency shutdown system of Lingshui 17-2 SEMI.

2、1台操作站,安装在LS17-2SEMI中控室,操作站屏幕尺寸不小于22英寸。
2.One(1) operator shall install in the CCR of LS17-2SEMI.The recommended display screen size shall be not less than 22 inches.

3、1台移动式操作站用于MCS调试。

4、1套打印机。

5、MCS的功率应不超过1.5kW。

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；

①自2013年1月1日至投标截标日（以合同签订时间为准），投标人所投的MCS应具有至少一个新建项目的供货业绩。投标人须提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。
投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称，均视为无效业绩。
From January 1, 2013 to the bid closing date (subject to the signing date of the contract), the MCS submitted by the bidder shall have the supply performance of at least one new projects.BIDDER shall submit the relevant performance proof documents.Performance certification documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for arrival acceptance.
The performance certification documents submitted by the bidder shall at least reflect the following contents: contract signing time,manufacturer's name, goods name, project name. Failure to submit performance certification documents, or the provided performance certification documents cannot reflect the contract signing time, manufacturer name, goods name, project name, shall be deemed as invalid performance.

投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称，均视为无效业绩。
