CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by China National Offshore Oil Corporation (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Gas Turbine Driven Gas Compressor Skid by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：乐东22-1气田综合调整工程项目通过乐东22-1CEP平台老井降压增产，依托乐东22-1CEP平台，新建一个乐东22-1PRP平台进行老区气藏开发，新建一个乐东22-1WHPB井口平台进行新发现南部气藏进行开发。本项目需要在新建的乐东22-1PRP平台增加1套燃驱天然气压缩机。
Project Summary：Ledong 22-1 Gas Field Comprehensive Adjustment Project aims to reduce pressure and increase production of old wells through the Ledong 22-1CEP platform. With the support of the Ledong 22-1CEP platform, a new Ledong 22-1PRP platform will be built for the development of old gas reservoirs, and a new Ledong 22-1WHPB wellhead platform will be built for the development of newly discovered southern gas reservoirs. This project requires the addition of one gas turbine driven wet gas natural gas compressor on the newly built Ledong 22-1PRP platform.

B.1）投标人应为燃气轮机制造商或（针对本次项目）其唯一授权的燃驱天然气压缩机的制造商（成橇商）。2）燃气轮机制造商和（针对本次项目）其唯一授权的燃驱天然气压缩机的制造商（成橇商）不得同时单独投标。本次招标不接受代理商投标。

2) The gas turbine manufacturer and (For this project) the only authorized manufacturer of the gas driven natural gas compressor (skid manufacturer) shall not bid separately at the same time; Bid by agent is not accepted.

2014年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少1个合同的与投标所使用的相同型号燃气轮机的供货业绩（供货业绩的制造商必须是投标人）。2014年1月1日至投标截止日（以合同签署时间为准），投标人本次投标所使用的压缩机的制造商应有至少1个合同的压缩机供货业绩，处理介质为天然气，且满足压缩机处理量应不低于172x104Sm3/d的技术要求。
投标人须按规定格式提交燃气轮机业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、货物名称、燃气轮机型号及用户签字或盖章的到货验收材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现满足上述业绩要求的，均视为无效业绩。
From January 1, 2014 to the deadline for bidding (based on the time of contract signing), bidders should have at least one supply performance of the same model of gas turbine used in the bidding (the manufacturer of the supply performance must be the bidder). From January 1, 2014 to the bidding deadline (based on the contract signing time), the manufacturer of the compressor used by the bidder in this bid should have at least one contract of compressor supply performance, with a processing medium of natural gas, and meet the technical requirements that the compressor processing capacity should not be less than 172x104Sm3/d.
Bidders must submit a gas turbine performance table in the prescribed format and provide relevant performance certification documents. The performance certification documents include but are not limited to: 1) a copy of the sales contract and 2) arrival acceptance materials signed or stamped by the user (arrival acceptance form or commissioning acceptance report or other valid proof materials that can prove that the goods under the contract have been received and accepted). The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), manufacturer name, goods name, gas turbine model, and arrival acceptance materials signed or sealed by the user. Failure to submit performance certification documents, or if the provided performance certification documents cannot reflect meeting the above performance requirements, shall be deemed as invalid performance.

Special note: China National Offshore Oil Corporation (CNOOC) strictly crack down on illegal and irregular behaviors such as collusive bidding and fraud. For each bidding project, the bidder's document production machine code, document creation identification code, bidding computer MAC address, IP address, and bidding document content are checked. Bidders are requested to attach great importance to the bidding work, download the bidding documents from their office address and use their office IP, and independently prepare and upload the bidding documents. If any of the contents of the "document production machine code, document creation identification code, and bidding computer MAC address" of different bidders are consistent, it will be directly regarded as "bidders colluding with each other to bid". Suppliers identified as "colluding bidders", "deemed as colluding bidders", or "providing false bidding information" will be subject to a ban of two years or more for bidders involved in bid rigging and collusion, and a ban of one year or more for bidders providing false bidding information in accordance with relevant regulations of CNOOC. During the ban period, they will not be allowed to participate in new bidding activities. After the evaluation is completed, bidders can raise objections during the public announcement period of the winning candidate, and further seek administrative remedies through complaints, which will be recognized by the administrative supervision department.
